Water Stone evolves several strong Water Pokémon, including Eevee into Vaporeon. In FireRed/LeafGreen you can buy it in the department store or find one on the Seafoam Islands.
What does the item do?
Evolves certain species of Pokémon. A peculiar stone that can make certain species of Pokémon evolve. It is the blue of a pool of clear water.

Which Pokémon does Water Stone evolve?
Use the stone, the evolution runs immediately. In Kanto the targets are Poliwhirl, Shellder, Staryu, and Eevee. Starmie stands out: high Speed, a strong Special Attack, and good coverage make it a fixture for the Elite Four. As with every stone, the new forms learn few level-up moves afterwards, so secure the important moves of the pre-evolution first.
In FireRed/LeafGreen you can find Water Stone here: Seafoam Islands and Seafoam Islands. The Celadon department store sells the stone for 2100 Pokédollars on the fourth floor. If you want to save money, two more stones lie in the field on the Seafoam Islands.
The best stone for Eevee fans. Poliwrath, Cloyster, Starmie, and Vaporeon: the selection is large, and Starmie is among the strongest Water Pokémon in the game. For the Elite Four, a Water Stone is almost always a good investment.
