The Master Ball is the strongest ball in the game and catches any wild Pokémon without fail. FireRed/LeafGreen contains exactly one, so the question is not whether to use it, but on what.
What does the item do?
Catches a wild Pokémon every time. The best Poké Ball with the ultimate level of performance. With it, you will catch any wild Pokémon without fail.

Locations are FRLG field finds only, not shops or Sevii.

Guaranteed catch: the throw never fails, no conditions attached. The Master Ball skips the entire catch formula of HP, status, and the target's catch rate. It works on any wild Pokémon, from a fleeing encounter up to a legendary. The only limits: throwing is forbidden in trainer battles, and scripted encounters like the Marowak ghost in Pokémon Tower refuse every ball.
In FireRed/LeafGreen you can find Master Ball here: Saffron City. The president of Silph Co. hands you the ball in person after you drive Team Rocket out of the company building in Saffron City. His office is on the top floor.
Too valuable for almost everything, exactly right for one target. The smart rule: save it for a roaming legendary or a Shiny that might blow itself up. Everything else falls to Ultra Balls and patience. Anyone who spends the Master Ball on a Route 1 Pokémon will regret it when Entei or Raikou shows up.
