Dubious Disc is an evolution item from Generation 4. Porygon2 holds it during a trade and becomes Porygon-Z, one of the strongest special attackers of its generation.

Traded on a Porygon2: it evolves into Porygon-Z. A transparent device overflowing with dubious data. Its producer is unknown.

Which Pokémon does Dubious Disc evolve?
The item must be held during a trade — the evolution triggers on the trade itself.
Porygon2 plus Dubious Disc plus a trade makes Porygon-Z. The evolution triggers on the trade and consumes the disc. Porygon-Z reaches base 135 Special Attack, one of the highest values outside legendaries, and plays with the Adaptability or Download abilities. The pre-evolution Porygon2 with Eviolite remains the better tank, so the decision is real: offense or bulk.
Our Kanto dataset (FireRed/LeafGreen) has no recorded location for Dubious Disc. Dubious Disc arrived with Generation 4 and does not exist in FireRed/LeafGreen. Porygon2 itself is reachable there by trading Porygon with an Up-Grade, but the final stage stays locked out of the game.
