Choice Scarf

Choice Scarf is a held item that raises its holder's Speed while locking in one move. It comes from Generation 4 and is the standard way to make slower attackers faster than the opposing team.
What does the item do?
Increases Speed by 50%, but restricts the holder to only one move. An item to be held by a Pokémon. This curious scarf boosts Speed but only allows the use of one move.

Speed ×1.5, one move until you switch. The Speed boost decides who moves first. An attacker with average Speed suddenly outruns most unboosted opponents. The classic use is the revenge kill: switch in after a KO, outspeed, and remove the threat. Priority moves still go before you, and if you misjudge the opponent you are stuck with a useless move.
Our Kanto dataset (FireRed/LeafGreen) has no recorded location for Choice Scarf. Choice Scarf arrived with Generation 4 and does not exist in FireRed/LeafGreen, not even through trading.
The answer to anything faster. No other item shifts Speed this directly. The price is the Choice lock, so the scarf fits attackers with one dominant move. In a story run it is unnecessary because a level lead handles Speed for you. In versus matches it regularly decides games.
